Dec. 21, House concurred in Senate amendment. a Member, Delegate or Resident Commissioner of the House of Representatives providing, authorizing, or recommending a specific amount of discretionary budget authority, credit authority, or other spending authority for a contract, loan, loan guarantee, grant, loan authority, or other expenditure with or to an entity, or targeted to a specific State, locality, or Congressional district, other than through a statutory or administrative formula-driven or competitive award process. ‘‘(2) PROHIBITION.—None of the funds appropriated or other- wise made available to carry out this section may be used for congressionally directed spending. ‘‘(3) CERTIFICATION TO CONGRESS.—The Administrator of the Federal Emergency Management Agency shall submit to Congress a certification regarding whether all financial assist- ance under this section was awarded in accordance with this section.’’.
