PLAN FOR NONPROLIFERATION, PROLIFERATION PREVEN- TION, AND THREAT REDUCTION ACTIVITIES WITH THE PEOPLE’S REPUBLIC OF CHINA. (a) IN GENERAL.—Not later than April 1, 2011, the Secretary of Defense and the Secretary of Energy shall jointly submit to the congressional defense committees a plan to carry out activities of the Department of Defense Cooperative Threat Reduction Pro- gram and the Department of Energy Defense Nuclear Nonprolifera- tion program relating to nonproliferation, proliferation prevention, and threat reduction with the Government of the People’s Republic of China during fiscal years 2011 through 2016. (b) ELEMENTS.—The plan required by subsection (a) shall include the following: (1) A description of the activities to be carried out under the plan. (2) A description of milestones and goals for such activities. (3) An estimate of the annual cost of such activities. (4) An estimate of the amount of the total cost of such activities to be provided by the Government of the People’s Republic of China.
