John A. Kasson, Special Commissioner, &c., on behalf of this Depart·· ment, and by Mr. J. P. Hofstede, Chief Director of the General Post Oiiice of the Netherlands, on behalf of his Department; the same are by me hereby ratified and approved by and with the advice and consent of the President of the United States.
