Sec. 18. And every such captain, mate, engineer, and _C¤r¤fi¤¤t<·> of pilot who shall receive a license as aforesaid shall, when employed upon ;§§Q‘;fi°§ fiom any such vessel, place his certificate of license (which shall be framed spicuous place. under glass) in soma conspicuous place in such vessel, where it can bc seen by passengers and others at all times; and for every neglect to P¤¤¤·l¢y· comply with this provision by any such captain, mate, engineer, or pilot, hc shall be subject to a penalty of one hundred dollars’ fine, or to the revocation of his license: Provided, That in cases where the captain or Wherqcaptaiu mate is also pilot of the vessel, he shall not be required to hold two g{SQ‘QY:;§i§$:;°9s licenses to perform such duties, but the license issued shall state on its not LBqui,~ed_ face that he is authorized to act in such double capacity. Sec. 19. And be itfarther enacted, That the said local boards of iu· {meal boards spectors shall investigate all acts of incompetency or misconduct com- ;’£;::£°°€g’:l{° mittad by any such licensed officcr while acting under the authority of am ¤rg?m0mHe. his license, and shall have power to summon before them any witness 3****25* °* ¤*iS°°¤· within their respective districts, and compel their attendance by 2. sim- ° ilar process as in the United States circuit or district courts; and such Pqwersin eqn- Iocal inspectors arc hereby authorized to administer all necessary oaths ggéggtgiiifh ‘“` bo any witnesses thus summoned before them, and after reasonable notice in writing, given to the alleged delinquent, of the time and place of such investigation, the said witness shall be examined under oath touching the perfbrmauce of his duties by any such licensed officcr, and if the board shall be satisfied that such licensed officer is incompetent, or has been guilty of misbehavior, negligence, unslgillfulness, or- has andangered life, or willfully violated any provision of this act, they shall immediately suspend or revoke his license, and the chief 0Hicer of the m5°;;g2:?;¤'· customs for the district shall pay out of the revenues received under nemx the provisions of this act such fees to the United States marshal for his services, and to any witness so summoned for his actual travel gnd attendance, as shall be officially certified to by any inspector hcurmg the case, upon the back of such summons, not exceeding the sms zdlowscl for fees and to witnesses for travel and attendance iq any cnrcuxt or dustrict courts 0F the United States.
