All permits shall specify, as particularly as may be, the {Dust Emi merchandise to be delivered, namely, the number and escription of the 2 Mar., 1799, c. ckagcs, whether trunk, bale, chest, box, case, pipe, hogshead, barrel, 22,¤·49,v·1,p-66% ktdg, or any other packages whatever, with the mar and number of each package, and, as far as circumstances will admit, the contents thereof, together with the names of the vessel and master, in which and the place from whence they were imported; and no merchandise shall be delivered by any inspector or other officer of the customs that docs not fully agree with the descri tion thereof in such permit. Ilhe collector of customs, with the concurrence of the naval had M ‘}{g‘!h*-__ officer, where there is one, of any port at which a steamship from a for- 3 Mm-_, 1813, c, eign port or place may arrive, upon or after the issuing of a general order, 240, v. 17, p. 579- shall grant, upon proper application therefor, aspecial license to unlade the cargo of said vessel at night, that is to say, between sunset and sunrise, but before any such special license is granted, the master, agents, or consignees of the vessel shall execute and deliver to the collector a good and sufhcient bond, to be approved by him, conditioned to indemnify and save the collector harmless fiom any and all losses and liabilities which may occur or be occasioned b reason of the granting of such special license. And any liability of the master or owner of any such steamship to the owner or consignee of any merchandise landed from her shall not be aifected by the granting of such special license or of any general order, but such liability shall continue until the merchandise is properly removed from the dock whereon the same may be landed. The collector, under such general regulations as the Secretary of the Treasury may prescribe, shall tix a uniform and reasonable rate of compensation for like service, to be paid by the master, owne1·, or consignee, whenever such special license is granted, and shall collect and distribute the same among the ins ectors assigned to superintend the unlading of the cargo.
