Pnothing in this paragraph shall be construed to prevent the Commissioner of Agriculture from sending flower, garden, and other seeds to those who apply for the same. And the amount herein appropriated shall not be diverted or used for any other purpose but for the purchase, propagation, and distribution of improved and valuable seeds, plants, Pmosoo. cuttings, and vines: But provided, however, That the Commissioner shall not distribute to any Senator, Representative, or Delegate seeds entirely unfit for the climate and locality he represents, but shall distribute the same so that each member may have seeds of equal value, as near as may he, and the best adapted to the locality he represents; in all, one hundred and eight thousand two hundred and forty dollars. ` DIVISION OF AGRICULTURAL sramsmc . Statistics. Said reports shall give full statements, monthly, showing freight-charges and cost of carriage for the chief agricultural products upon the principal lines of railroads and waterroutes to the principal markets in the United States; in all, one hundred and thirty-four thousand three hundred dollars.
