Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary gb Vzgidtb of the Treasury be, and he is hereby, authorized and directed to pay ym ' to Zeb Ward, of Little Rock, Arkansas, out of any moneys in the Treasury not otherwise aplpropriated, the sum of nineteen thousand six hundred and fifteen do lars, balance of the account of said Ward for the keeping of United States prisoners in the State penitentiary of Arkansas, from April first, eig teen hundred and seventy-six, to March thirty-iirst, eighteen hundred and eighty-three, the said Ward being the lessee of said penitentiary during that time.
