That the said Company sh have the right of way across. such other railways as are now in operation within the limits of thelines granted by this act, and is here y authorized to construct its said road across such other railways: Provided, That it shall not unnecessarily interrupt the travel of such other railways in such construction. _ ¤¤sM<>f¤•v¤!- Sec. 19. That no person shall be prohibited the right to travel on any part of said road, or be ejected from the cars by the companys. em oyees, for any other cause than that of being drunk, disorder y, undlean, or contagiously diseased, or refusing to pay the legal fare exacted, or to comply with the lawful regulations of the company. The corporators herein named, or the corporation hereby created, A¤¤i:¤m¤¢.¤¤¤- shall not sell or assign any of the rights hereby conferred relatingfo the line of said road until after the main road hereby authorized s ll have been constructed as herein provided, and then only after having obtained the written consent of the stockholders representing twothirds in value of the capital stock.

The site— and building thereon, when completed upon p ans and s eciiications. to be previously made and approved by the Secretary oi) the Treasury, s all not exceed in cost the sum of two hundred thousand dollars;. Enimnws. nor shall any site be {purchased until estimates for the erection of a. building which will m·nish sufficient accommodations for the trans- 0** action of the public business, and which shall not exceed in cost the balance of the sum herein limited after the site shall have been purchased and paid for, shall have been approved by the Secretary of the Treasury; and no purchase of site. nor plan for said building shall be approved_ by the Secretary of the Treasury involving an expenditure exceeding the said sum of two hundred thousand dollars for site and building; and the site purchased shall leave the building unexposed to danger from iire by an o n s ce of at least forty feet, Mm- including streets and alleys: Procidfd, That no part of said sum ‘1'i¤¤.•¢¤- shall be expended until a valid title to the said site shall be vested in the United States, nor until the State of Michigan shall cede to the United States exclusive 'urisdiction over the same during the time the United States shall do or remain the owner thereof, for all purposes except the administration of the criminal laws of said State and the service of civil process therein.
