That any bridge authorized to be constructed under this “*’*"°"”" ’°°°‘ act shall be built and located under and subject to such regulations for the security of navigation of said river as the Secretary of Wa1· shall prescribe; and to secure that object, the said company or corporation shall submit to the Secretary of War for his examination and approval, a desi n and drawing o the bridge, and a· map of the location thereof; and until the said plan and location of the brid e are aplproved by the Secretary of War, the bridge shall not be built; and s ould any change be made in the pdan of said bridge during the progress of construction, such change s all be subject to the approval of the Secretary of War, and if the Secretary of War shall at any time think any changes necessarzy in the plans of said bridge or bridges, or that the said bridge or bri ges should be entirely removed, the said alterations or removal shall be at the expense of the company.
