That if the construction of the bridge hereby authorized c°‘}.‘};'j‘,{,“,gi§',f“ shall not be commenced within two years from the time this act takes effect and be completed within four years after its commencement, then this act shall be void, and all rights hereby conferred shall cease and determine." _ _ Sec. 2.
