RAEGENER: For payment of judgments ren- §;g$f;_,‘f,fjg°8°°°’· dered against the collector of customs at the port of New York in the` circuit court of the United States for the southern district of New York, and affirmed by the United States circuit court of appeals, second circuit, in a suit brought for damages caused by the detention of the steamer South Portland, charged with carrying munitions of war to the Venezuelan insurgents, one thousand six hundred and ninety-six dollars and ten cents, together with interest thereon at the rate of four per centum per annum from April sixteenth, eighteen hundred and ninety-four, the date of said judgments, until the time when an appropriation is made therefor, which amount necessary for this purpose is hereby appropriated.
