FIFTY-SIXTH CONGRESS. Sess. I. Ch. 786. 1900. 521 Sec. 201. The council shall have the followin powers: c,f°‘*°*°**°W¤¢°¤¤· First. To plrovide suitable rules governing tlgeir own body, and to‘ elect one of their members president, who shall be ex officio mayor. Second. They may appoint, and at their pleasure remove, a clerk, treasurer, assessor, and such other officers as they deem necessa *. Third. ·_To make rules for all municipal elections: Pravvidelg, No officer shall be elected for a longer term than one year. · Fourth. By ordinanceto provide for necessary street improvements, hre protection, water supply, lgghts, wharfage, sewerage, maintenance of public schools, protection o public health, police protection, and the expense of assessment and co lection of taxes. . Fift . To impose and collect a poll tax on electors, tax on dogs, a general tax on real and persona property, possessory rights and . improvements, and such license tax on usiness conducted within the corporate limits as the council may deem reasonable: 1)7'0’U?;d6d, No suc tax shall exceed one per centum on the assessed valuation of property, and all assessments made by the corporation assessor shall e subgect to review by the council, and appea s may be taken from their ecisions to the district court: Prwzdedgfurther, No bonded indebtedness whatever shall be authorized for any pur ose. Sec. 202. In addition to the officers heretofore proviged by this Act, °m°°'°· there shall be elected a school board of three directors, who shall have the exclusive su rvision, management, and control of the public schools and schooljgroperty within said corporation, and shall be e ected · in the same manner and for the same term as the council. Sec. 203. The treasurer of the corporation shall be ex officio treas- mTmu;¤¤t€M><>¤¤¤¤ urer of the school board, and shall, before- entering upon the duties of q °° °!i°' his office, take the oath prescribed by law and execute bonds to the corporation in an amount to be determined by the judge of the district court, which bond shall be approved by the council and the judge of the district court and Eled in the office of the recorder of the corporation, and he shall give such additional bond as the council or judge of the district court may from time to time direct, but in no event shall such bonds be less than twice the amount of money in the hands of the treasurer at an one time, to be determined by the tax rolls and license books of the corporation, of the corporation clerk, and the clerk of the district-court: Provided, That fifty per cent of all license V<>¤· $0- P- 1**- moneys provided for by Act of Congress approved March third, eighteen hun red and ninety-nine, entitled “An Act to deiine and punish crimes in the district of Alaska and to provide a code of criminal procedure for said district," and any amendments made thereto, required _ to be paid by any resident, plerson, or corporation for business carried ·on wit in said corporation, s all be paid over by the clerk of the United States district court receiving the same to the treasurer of said corr poration, upon taking his receipt therefor in duplicate, one of which uplieate recei ts shall be forwarded to the Secretary of the Treasury of the United States by the clerk as a voucher in lieu of cash, and the other receipt shall be retained by the clerk. The money ieceived by the treasurer of the corporation shall be used, under the direction of the council, for school purposes.
