For electric arc lighting, inc uding necessary ins ection, and for E‘°°"i°“¤h“°€· extensions of such service, not exceeding sixty-three thousand dollars: Provided, That not_more than seventy-two dollars per annum shall be f{f_}§§‘{g price em {mid for any electric arc light burning every night from fifteen min-` utes after sunset to forty,-five minutes before sunrise, and operated wholly by means of underground wire; and each arc light shall be of not less than one thousand actual candlepower, and no part of this appropriation shall be used for electric lighting by means of wires that may exist on or over any of the streets or avenues of the city of VVashington: Provided further, That hereafter the Commissioners of 0}§_,‘Q{'g§’,§,;"§§,§;,u${§·· the District of Columbia are hereby authorized to grant permits for U the repair, enlargement, and extension, under proper regulations, of existing electric- ighting conduits, and in every conduit constructed or to· be constructed under the provisions of this paragraph, three ducts ,0f*§§*g$‘;,'}'j§f’“°*d“°” shall be reserved for the use of the United States and the District of ' Columbia, and as a condition for the-right to use conduits heretofore built, or to be built under the provisions of this Act, the electriclighting companies shall be required at all times to furnish to the public and to private consumers in all parts of the District of Columbia standard arc lights of not less than one thousand actual candlepower, at a rate not exceeding seventy-two dollars per annum for each arc light; and on and after the first day of June, nineteen hundred, R°°°s‘ the maximum rice of electric current sold or furnished to any consumer in the District of Columbia shall not exceed ten cents per kilowatt hour. That if consumers other than the Governnggent shall QE;-°?,'§_I°r f°u`"°· not pay monthly electric bills within ten days after the same shall have been presented, said companies may charge and collect from said consumer so failing to pay said bill as aforsaid eleven cents per kilowatt hour for the electric current furnished to said consumer durin said month: And provided further, That the right to amend, modify, or Am°‘“’m°“*· repeal the privileges herein granted, and to- further limit the prices _ herein specified, is hereby expressly reserved; any company chargin ,,}°§§°“Y °‘°°”“’° or collecting an amount in excess of the rates herein prescribed shag be deemed uilty of a misdemeanor, and shall pay to the District of Columbia the sum of fifty dollars for each and every offense, to be collected as other fines are now collected in the District of Columbia.
