That all railroad companies desiring the use of the bridge ,,,*f,§"" °" "“"°“‘“ authorized by this Act shall have and be entitled to equal rights and privileges re ative to the lpassage of railway trains or cars over the same and over the approac es thereto upon the payment of a reasonable compensation for such use; and in case the owner or owners of said bridge and the several railroad companies, or any one of them, desiring such use shall fail to agree upon the sum or sums to be paid, and u on rules and conditions to which each shall conform in using said bridge, all matters at issue between them shall be decided by the Secretary of War upon a hearing of the allegations and lproofs of the (parties; and equal privileges in the use of said bridge s all be grante to all telegraph and telephone companies. Sec. 5. Be it enacted by the Senate and .%use of Rrggresentatilves of the United States of Amerzea in Congress assembled, at the president of the Gswzue of Gen-U-S. Society of the Army of the Tennessee, the chairman of the Joint gigietpon of s site Committee on the Library, and the Secretary of War be, and they °“‘h°“’°“· are hereby, created a commission to select a site and secure Cplans and designs for a statue or memorial of General Ulysses S. rant, late President of the United States and General of the armies thereof, said statue not to cost in excess of the sum of two hundred and Efty thousand dollars. Sec. 2. That said commission is authorized to select any unoccupied m§§§_;{,§\°V°’”m°¤* square or reservation belonging to the Government, or part thereof, ` in the District of Columbia, except the grounds of the Capitol and Library of Congress, on which to erect the said statue. . Sec. 3. That the said commission is authorized and required to 1*1***5-Q? advertise for plans, specifications, and models for the base, pedestal, and statue lprovided for in section one, and may pay to competing artists for the same and for ex enses incident to making such selection, a sum not exceeding ten tgousand dollars, which sum is hereby appropriated, out of any money in the Treasury not otherwise appropriate , one of which plans, specifications, or models shall, if deemed " Suiliciently meritorious by the commission,_be selected, or the commission may select any part of any of the plans, specifications, or models that it may elect and that it can use. Sec. 4. That as S00n as practicable after the selection authorized by R°P°'*·· section three is made, said commission shall report their action to the,Congress of the United States.
