State of Virginia, in accordance with the provisions of the Act of Congress approved April eighteenth, nineteen hundred; to investigate T°“ °““i"““°“· and report on the cost of making tea and the best method of cultivating and preparing the same for market; to investigate and develop the Sugar pmdu..¤0,,_ domestic production of sugar-beet seed and the best methods of increasing the tonnage of sugar beets; to continue inquiry and ascertain the progress made in the production of domestic sugar from beets and sorghum and other suganproducing plants; to collect, purchase, ro a- _ gate, test, and experiment with rare new seeds, bulbs, trees, shrubs, vines, cuttings, and plants; for the employment of investigators, local 1¤ve¤¤z¤¤>¤.ew. and special agents, agricultural ex lorers, experts, clerks, illustrators, assistants, student or scientific aids, foremen, gardeners, mechanics, and all other labor and scientinc assistance re uired in conducting investigations and experiments in the city of Sfashington and elsewhere. And the employees of the Bureau of Plant Industry outside Leaves of absence. of the city of Washington may, in the discretion of the Secretary of Agriculture, without additional expense to the Government, be granted leaves of absence not to exceed fifteen days in any one year, which leave may, in exceptional and meritorious cases where such an employee is ill, be extencited, in the discretion of the Secretary of Agriculture, not to exceed fifteen days additional in any one year. For collating, mapping, illustrating, digesting, printing, reporting, mlg§j*:1§¤i¤¤¤¤8¤f¤r publishing, and disseminating information on the results. of these · investigations and experiments. And the Secretary of Agriculture is seg? of 81‘¤-¤¤· ¤¤=·» hereby directed to obtain in the open market samples of seeds of grass, clover, or alfalfa, test the same, and if any such seeds are found to be adulterated or misbranded, or any seeds of Canada blue grass (Poa compressa) are obtained under any other name than Canada blue grass or Poa compressa, to publish the results of the tests, together with the names of the persons by whom the seeds were offered for sale. For actual and necessary traveling expenses; for telegraph and tele- ¤¤¤**¤8¤¤*¢¤r¤¤¤¤¤· phone service; for gas and electric current; for forage, ice, postage, and washing towels; for express and freiglgt charges; for the purchase of chemicals, materials, office, field, and la ratory supplies, fertilizers, office fixtures, fuel, apparatus, machinery, tools, and other implements, and repairs to same, horses, vehicles, horseshoeing, and harness; for R¤¤¤·¤¢¢· rent and repairs, not to exceed nineteen thousand do lars, in the District of Columbia; and for all other necessary expenses, four hundred and ninety-five thousand two hundred and sixty dollars: Provided, That g;g¥¢;·<;,0llnm,nsOr_ the Secretary of Agriculture is authorized to expend five thousand umn enema. dollars of the amount hereby appropriated to especially investigate parasites and orchard diseases prevalent in the Ozark Mountain region of the States of Missouri and Arkansas, and to work out, if possible, in cooperation with the fruit exdperiment Stations of sa1d States,_ the problem of prevention of such iseases and destruction of paras1tes, and diffuse information along these lines. _ To enable the Secretary of Agriculture to establish, at such points 0,§,°;,§,‘*{,f{_*g,{p§,§_°“ of export as he may deem expedient, laboratories for the purpose of exammin and reporting \{p0H the nature, quality, and condition of · an sampile, parce , or consignment of seed or gram, fifteen thousand doilars, or so much thereof as may be necessary; and the Secretary of Agriculture is authorized to report upon such samples, parcels, or consi ments from time to time, and the reports so made shall serve as a isis for the iixing of definite grades and for the issuance of certificates of inspection when requested by the consignor or consignee of an grain entering into interstate or foreign commerce.
