PUBLIC ROADS: To enable the Secretary of Agriculture to make G°°°"`l°x°°”°°s° inquiries in regard to systems of road management throughout the United States; to furnish expert advice on road building, maintenance, and administration; to make investigations in regard to the best methods of road making, and the best kinds of road-makin materials in the several States; to investigate the chemical and physics character of road materials; for the employment of local and special agents, clerks, assistants, and other labor required in the city of Washington and elsewhere; for collating, digesting, reporting, and illustrating the results of such investigations and experiments; for preparing, publishing, and distributing bulletins and reports; for rent and re airs of I°°¤°- buildings in the District of Columbia, not to exceed two tlionsand dollars; for necessary office fixtures and supplies, a paratus, and materials; telegraph and telephone service, official traveling and other necessary expenses, and to enable him to assist the agricultural colleges and experiment stations in disseminatipg information on this su ject, seventy-five thoumnd dollars: Prmyid , That no part of this £'j;,?°c;,0¤ appropriation shall be expended for the rent or purchase of road- ' maki machinery.
