Hereafter all inspectors employed c_§f*‘°’” °“ ’“’“’ for the enforcement of said Act shall also be required to make examination of the construction, adaptabilitv, design, and condition of all mail cars used on any railroad in the Cnited {States and make report thereon, a copy of which report shall be transmitted to the Postmaster- General.
