WHEREAS, it is provided by section twenty-four of the Act of Congres, ap- I h e Tr u bu c 0 proved March third, eighteen hundred and ninety-one, entitled, "An act to E;,';;" F°'"t Be' repeal timber-culture laws, and for other purposes", “That the President of Preamble the United States may, from time to time, set apart and reserve, in any tate V0!- 26· D- 1103- or Territory having public land bearing forests, in any part of the public lands g31g62E 2*} 1°°°· wholly or in part covered with timber or undergrowth, whether of commercial A ’p` M' value or not, as public reservations, and the President shall, by public proclamation, declare the establishment of such reservations and the limits thereof"; _And whereas, it is further provided by the Act of Congress, approved June Vol. 30, p. 36. fourth, eighteen hundred and ninety-seven, entitled, "An act making appropriations for sundry civil expenses of the Government for the fiscal year ending June thirtieth, eighteen hundred and ninety-eight, and for other purpose ", that “The President is hereby authorized at any time to modify any Executive order that has been or may hereafter be made establishing any forest reserve, and by such modification may reduce the area or change the boundary lines of such reserve, or may vacate altogether any order creating such reserve "; And whereas, the public lands in the State of California, within the limits hereinafter described, are in part covered with timber, and it appears that the . public good would be promoted by setting apart and reserving said lands as a public reservation; Now, therefore, I, William McKinley, President of the United States, by Boundaries envirtue of the power in me vested by the aforesaid Acts of Congress, do hereby !“¤°d- make known and proclaim that the boundary lines of the Forest Reservation in the State of California known as “The Trabuco Canon Forest Reserve ", Vol. 27, p. 1066. created by proclamation of February twenty-ilfth, eighteen hundred and ninety- three, are hereby so changed and enlarged as to include all those certain tracts, pieces or parcels of land lying and being situate in the State of California, and within the boundaries particularly described as follows, to wit: Beginning at the north-east corner ot Section thirteen (13), Township Eve Description. (5) South, Range six (6) West, San Bernardino Base and Meridian, California; thence westerly along the section line to the south-east corner of Section nine (9), said township; thence northerly along the section line to the north-east corner of Section four (4), said township; thence westerly along the township line to the north-west corner of Section three (3), Township live (5) South, Range seven (T) West; thence southerly along the section line to the southwest corner of Section thirty-four (34), said township; thence easterly along the township line to the south-east corner of said township; thence southerly along the range line between Ranges six (6) and seven (7) West, to its intersection with the northern boundary of the Rancho Mission Viejo or La Paz: thence along the northern and eastern boundary of said rancho to its intersection with the northern boundary of the Rancho Santa Margarita y Las Flores; thence along the northern boundary of said raneho to its intersection with the range line between Ranges four (4) and five (5) West: thence northerly along said range line to its intersection with the southern boundary of the Rancho Santa Rosa: thence in a north-westerly and north-easterly direction along the southern and western boundary of said rancho to its intersection with the township line between Townships six (G) and seven (T) South; thence westerly along said township line to the southeast corner of Township six (6) South, _ Range six (6) West; thence northerly along the range line to the northeast corner of Section thirteen (13), Township five (5) South, Range six (6) West, the place of beginning. Exceptlng from the force and effect of this proclamation all lands which may Lands excepted. have been, prior to the date hereof, embraced in any legal entry or covered by any lawful filing duly of record in the proper United States Land Office, or upon which any valid settlement has been made pursuant to law, and the statutory period within which to make entry or filing of record has not expired; Pmruled, that this exception shall not continue to apply to any particular tract of land unless the entryman, settler or claimant continues to comply with the law under which the entry, filing or settlement was made. Warning is hereby expressly given to all persons not to make settlement upon Reserved from the tract of land reserved by this proclamation.
