Sec._7. That whenever, m order to fpaevent the introduction into u,,2‘2‘f,,;‘l,*§?,‘§.‘,_$,${,_""‘* the United States of any tree, plant, or `t disease or of any injurious ulylfgurgghgugug; msect, new to or not theretofore widely prevalent or distributed within or- roeamy. and throughout the United States, the Secretary of Agriculture shall determme that it is necessary to forbid the 1mport.ation mto the United States of any class of nursery stock or of any other class of plants, fruits, vegetables, roots, bulbs, seeds, or other planltnproducts m a country or locality where such disease or insect estation exists, he shall promulgate such determination, specifying the country and locality and the c ass of nursery stock or other class of plants, fruits, vegetables, roots, bulbs, seeds, or other plant products which, in his opmion, should be excluded.
