In the case of radiograms proceeding from or destmed for a ns. country and exchanged directly with the coastal stations of such count , the rate applicable to the transmission over the telegraph lines fl-ivall not, on the average, exceed the inland rate of such country. Such rate shall be computed per word, pure and simple, with an optional minimum rate which shall not exceed the rate for ten words.
