When any part of the National Guard participates in ggufggg *g’·*b‘;°;m_ encampments, maneuvers, or other exercises, including outdoor auimtyimytmw. target practice, for field or coast-defense instruction at a United States military post, or reservation, or elsewhere, if in conjuction with troops of the United States, the command of such military post or reservation and of the officers and troo s of the United States on duty there or elsewhere shall remain witlh the commander of the United States troops vdthout regard to the rank of the commanding or other officer of the National Guard temporarily engaged in the encampments, maneuvers, or other exercises. SEc. 96. UsE or REGULAR ARMY PERSONNEL.—Tl1B Secretary of S°gg;§0gf,$gt¤gcg$); War may detail one or more officers and enlisted men of the Regular at camps, ae. Army to attend any encampment, maneuver, or other exercise for P°"’p*"22°*°‘5‘ Held or coast-defense instruction of the National Guard, who shall give such instruction and information to the officers and men assembled for such encampment, maneuver, or other exercise as may be directed by the Secretary of War or requested by the governor or by the commanding officer of the National Guard there on dut . Sec. 97. Under such regulations as the President may prescribe the ngggglugwd *¤· Secretary of War ma provide camps for the instruction of officers ps` and enlisted men of the National Guard. Such campls shall be con- °°“°“°° °" ducted by officers of the Regular Army detailed by the Secretary of War for that purpose, and may be located either within or without the State, Territory, or District of Columbia to which the members of the National Guard designated to attend said carslps shall belong. Oliicers and enlisted men attending such camps sh be entitled to mgl’*Y·°*°·»‘¤*‘ **°¤¤¤· pay and transportation, and enlisted men to subsistence in addition, ' at the same rates as for encampments or maneuvers for field or coastdefense instruction. Sec. 98. When any portion of the National Guard shall partici ate ,m];“Z,§§'§,'},f,,‘}l{:,,,‘gf§,fl,‘f in encampments, maneuvers, or other exercises, including outdoor target practice, for field or coast—defense instruction under the provisions of this Act, it ma , after being duly mustered}, be aid at any time after such muster {hr the period from- the date of lieaving the home rendezvous to date of return ·theret0 as determined in advance, both dates inclusive; and such payment, if otherwise correct, shall pass to the credit of the disbursing officer making the same. Sec. 99. Nariomin GUARD OFFICERS AND MEN AT SERVICE SCHOOLS, s°g*{g°'*;g{:g_?,s¤” Am? AND so roar:-1.—Under such regulations as the President may pre- ` scribe, the Secretary of War may, upon the recommendation of the gpvernor of any State or Territory or the commanding general of the ational Guard of the District of Columbia, authorize a limited number of selected officers or enlisted men of the National Guard to attend and ursue a regular course of study at an military service school of tlie United States, except the United, States Military Academy; or to be attached to an organization of the same arm, ·'*“'*““”Y W"- corps, or department to which such officer or enlisted man shall belong, for routine practical instruction at or near an Army post during a period of field training or other outdoor exercises; and such P°’·°“’· oflicer or enlisted man shall receive, out of any National Guard allotment of funds available for the purpose, the same travel allowances and quarters, or commutation of quarters, and the same pay, allowances, and subsistence to which an officer or enlisted man of the Regular Army would be entitled for attending such school, College, or practical course of instruction under orders from yiroper military authority, while in actual attendance at such schoo , col- www lege, or practical course of instruction: Provided, That in no case shall Pay miie. the pay and allowances authorized by this section exceed those of a captain.
