WHEREAS, the Congress of the United States has rovided b _§,f""“° me Q¤i¤¤ act of August 18, 1856 (11 U. S. Statutes at Large, pag}; 119; Sec; §¤¤iig·•¤limkS’ Omb- 5570 to 5578 U. S. Revised Statutes), that whenever any citizen of the ¥{§'?f"§.l§', 5570.578, United States, after the passage of the act, discovers a deposit of PP·*°°°»'°“'· guano on any island, rock, or key, not within the lawful jurisdiction of any other Government and shall take peaceable possession thereof and occupy the same, the island, rock, or key may, at the discretion of the President of the United States, be considered as appertaining to the United States. AND WHEREAS, pursuant to the foregoing act of Congress, Serrana and Quita Sueno Banks in the western art of the Caribbean Sea are now under the sole and exclusive jurisdiction of the United States and out of the Ijurisdiction of an other ovemment. NOW, THEREFO E, I, WOODROW WIL§ON, President of the Reservations on United States, by virtue of the power in me vested, do hereby declare, EE?.§£;S].§°p2§,§?' ud"' proclaim, and make known that the southwest cay of Serrana Banks and the north, or other suitable portion of Quita Sueno Banks, including any small detached cays surrounding either of these banks which the De artment of Commerce may desire, be and the same are reserved for lighthouse purposes, such reservations being deemed necessary in the public interests, subject to such legislative action as the Con ess of the United States may take with respect thereto. BY THE PRESIDENT or Tm: UNITED STATES or A1vmmcA __1;ggg{yr_¤jj;}§_§_ A PROCLAMATION WIIEREAS, it appears that the public good will be promoted by ,,,{‘§§°,}§j"“"?“‘*' F°" excluding certain lands within the State of Iontana from the Helena 1‘r¤=¤¤¤b*·¤- National F ore-st, and by restoring the public lands subject to disposition in the excluded areas in a manner authorized by the Act of Congress approved September thirtieth, nineteen hundred and V°l·3·%P- m- thirteen (38 Stat., 113), entitled "An Act To authorize the President to provide a method for opening lands restored from reservation or withdrawal, and for other urBoses"; Now, therefore, I, who ROW WILSON, President of the Am dimimhei United States of America, by virtue of the power in me vested by the Act of Congress approved June fourth, eighteen hundred and v¤1.s0,p.36. ninety-seven (30 Stat., 11 at 34 and 36), entitled "An Act Making appropriations for sundry civil expenses of the Government for the tiscal year ending June thirtieth, eighteen hundred and n.inety-eight, and for other p oses", do proclaim that the boundaries of the Helena Nationalmlfporest are hereby changed to exclude the areas indicated as eliminations on the diagram hereto annexed and forming a part hereof.
