Ch. 356. 1922. 945 Imposes, directly or indirectly, upon the disposition in or trans- °;°“{· ’¤°“¤'°N& portation in transit through or reexportation from such country of ,bl.,.§§’°§'g§S0'{,"',§{,,°“g°§‘iZ any article wholly or in part the growth or product of the United g‘&*e,P0,g’°_;‘,j§’},§,%_¤°* °¤ States any unreasonable charge, cxaction, regulation or limitation which is not equally enforced upon the like articles of every foreign count ; _ _ Disgiminates in fact against the commerce of the United States, ¤g££t°ii¤1i1ri¤li°ht$¤!f¤l? directly or indirectly, by law or administrative regulation or practice, ,j'f1§j;°g,g°,;;{,’°°6‘°l‘}¤Q_g*_§s'§ by or rn respect to any customs, tonn e, or port duty, fee, char e, exaction, classification, regulation, conagtion, restriction, or rohibition, in such manner as to place the commerce of the United Sltates at a disadvantage compared with the commerce of an foreign country. _ _ (b) If at any time the President shall find it to [ie a fact that any m}f,f§§,!;§}d°”,?‘§§n9§_§i foreign country has not only discriminated against the commerce of i¤?tg<>¤s co¤t1¤u¤,<§c-, the nited States, as aforesaid, but has, after the issuance of a procla- jkuir pr °° mation as authorized in subdivision (a) of this section, maintamed or increased its said discriminations ainst the commerce of the United States, the President is hereb afighorized, if he deems it consistent with the interests of the United States , to issue a further proclamation directing that such articles of said countgy as he shall deem the public interests may require shall be exclude from importation into the United States. (c) That an proclamation issued by the President imder the p,§§§f8§,“0§_“““° °' authority of tliis section shall, if he deems it consistent with the interests of the United States, extend to the whole of any foreign country or may be confined to any subdivision or subdivisions thereof; and the President shall, whenever he deems the public interests require, suspend, revoke, supplement, or amend any such proclamation. (d) Whenever the President shall find as a fact that any foreign ,m{,°§l§,"'{,t}°,§{,,lZ’d{Q't}’.§',§ country places any burdens upon the commerce of the United States jgmggggfl ,§)*{u'§g;”_°¤ by any of the unequal im ositions or discriminations aforesaid, he shall, when he finds that the public interest will be served thereby, by proclamation specify and dhclare such new or additional rate or rates of duty as he shall determine will offset such burdens, not to exceed 50 per centum ad valorem or its equivalent, and on and after thirty days after the date of such roclamation there shall be levied, collected, and paid upon the articles enumerated in such proclamation when imported into the United States from such foreign country such new or additional rate or rates of duty; or, in case of arti- E’°‘““*°"’· cles declared subject to exclusion from importation into the United States under the provisions of subdivision (b) of this section, such articles shall be excluded from importation.
