WHEREAS, The Secretary of Agriculture, by virtue of the au- mf"‘{,‘f§(§;?° "‘ ""g’“‘ thority vested in him by section three of the Migrate Bird Treaty `1;ii¤i¤?)b1¤-7_: Act (40 Stat., 755), has submitted to me for a proveils; a regulation vihaojgliiéé. further amendatory of the regulations alpprovedp and proclaimed July ,,,Q;,‘{};M‘f’* "· 18*7* 31, 1918, which the Secretary of Agric ture has determined to be a suitable amendatory regulation permitting and governing the hunting, taking, capture, possession, sale, urchase, shipment, trans ortation, carriage, an export of said birds and parts thereof and their nests and eggs, as follows: REGULATION 8.——PERMITS TO PROPAGATE AND SELL \V¤¤¤¢f<>W*- MIGRATORY WATERFOWL. Regulation 8, paragraph 8 is hereby amended so as to read as follows: 8. A erson may possess and transport for his own use, without a t_*’¤r¤i{;¤6i>; 1>r¤1>¤8¤· ermit, live migrator waterfowl now lawfully possessed or hereafter l°"'S° ’ ` ihwfully acquired by him, but he may not purchase or sell such waterfowl without a permit. A State or municipal game farm or city park ma possess, purchase, sell, and transport live migratory waterfowl without a permit, but no such waterfowl shall be purchased from or sold to a person (other than such State or municipal wglame farm or cit park) unless he has a permit. The feathers of d ducks and wiliri geese lawfully killed and feathers of such birds seized and condemned by Federal or State game authorities ma be possessed, bought, sold, and transported, for use in makin éhing flies, bed illows, and mattresses and for similar commerciaf purposes, but not For millinery or ornamental purposes.
