Creation and establishment; atgsnizssion.-rue United States Term Commission (hereinafter in this chapter referred to as the commissiomgshall be composed of six memners, who shall be appointed by the President, by and with the advice and consent ot the Senate, not more than three of whom shell be members of the same political party. `In making said appointments members of diderent political parties shall nltermite as nesrly as may be practicable. ° The iirst members tippointed shall continue in omce for tterxns ot two, tour, six, eight, ten, un·d.tvve1ve· years, respectively, the termof each tc be designated by the President, but their successors shall be appointed for terms of twelveyears, except that 'any person clxesen; to tilt s vacancy shall be appointed only for the unexpired term of the member whom he shall succeed.
