WHEREAS a treaiéy between the United States of America and P¤*¤¤*>¤¤- Finland for the extra ition of fugitives from justice was concluded and signed by their respective P enipotentiarxes at Helsingfors on the iirst day of August, one thousand nine hundred and twenty- four the original of which treaty, being in the English language, is word for word as follows: . °°"°"°“”* P°"°"· The United States of America and Finland desiring to promote the cause of justice, have resolved to conclude a treaty for the ex- tradition of fugitives from justice between the two countries and have agipointed for thatgaurpose the following Plenipotentiaries: m°”“’°*°“"‘"°°‘ The resident of the nited States of America, Charles L. Kagey Envoy Extraordinary and Minister Plenipotentxary of the United States of America to Finland, and the President of the Repubhc of Finland, Hj. J. Procopé, Minister of Foreign Aifairs of Fin and. ‘ Who, after having communicated to each other their resgective full powers, found to be in good and due form, have agree upon and concluded the following articles: ARTICLE I. Reciprocal delivez I . . . d S gmeummw _ t 18 agreed that the Government of the Unite tates and the (xovernment of Fmland shall, upon requ1s1t1on duly made as herein provided, deliver up to justice any person who may be charged with, or may have been convicted of, any of the crimes speciiie in Article II of the present Treat; committed within the jurisdiction of one of the High Contracting arties, and who shall seek an asylum or shall be found within the territories of the other; provided that such surrender shall take place only upon such evidence of crimi- nality, as according to the laws of the place where the fugitive or person so charged shall be found, wou d justify his apggghension and commitment for trial if the crime or offence had n there committed. ARTICLE II. E’°°'u°'N° M"` Persons shall be delivered u according to the provisions of the present Treaty, who shall have been charged with or convicted of any of the following crimes: _ M“'°°'·°*°· 1. Murder, coruprehending the crimes designated by the terms parricide, assassination, manslaughter when volxmtary, poisoning or infanticide. ’“°°”""‘°"‘“"°'· 2. The attempt to commit murder. mpmee. 3.
