SEc . 15 . Whoever employs or permits or suffers any minor to be Punishment for vio d employed or to work in violation of any of the provisions of sections 1 to 14, inclusive, of this Act, or of any order issued under the pro- visions of section 3 of this Act, or interferes with, obstructs, or hinders the department enforcing the child labor law, its officers or agents, or any other person authorized to inspect places of employ- ment under this Act, and whoever, having under his control or custody any minor, permits or suffers him to be employed or to work in violat ion of an y of the provision s of sect ions 1 to 14, incl usive, of For first offe nse . this Act, shall for a first offense be punished by a fine of not less than $25 nor more than $100, or by imprisonment not less than ten days nor more than thirty days, or in the discretion of the court by For any subsequent both such fine and imprisonment, and for any subsequent offense "e- , hall be punished by a fine of not less than $50 nor more than $200, or by imprisonment not less than thirty days nor more than ninety days, or in the discretion of the court by both such fine and imprison- ment . Every day during which any violation of this Act continues shall constitute a separate and distinct offense .

Enfor ceme nt p rovi- SEc. 16. It shall be the duty of the director of the department of siens l school attendance and work permits organized under the Board of Education of the District of Columbia and of the authorized inspec- tors and agents of said department to cause all the provisions of this Act to be enforced, to make complaints against persons violating Authority of school its provisions, and to prosecute violations of the same . The director officers, etc . of the said d epartm ent, i ts ins pector s, and agents are e mpower ed and instructed to visit and inspect at any time, and as often as shall be necessary in order effectively to enforce the provisions of this Act, all places where minors are employed, and shall have authority to enter any place or establishment covered by the terms of this Act, and to have access to work or vacation permits kept on file by the employer and such other records as may aid in the enforcement of this Act . Al l pers ons au thoriz ed to issue certifi cates of phy sicall fitness and all attendance officers and probation officers are likewise empowered to visit and inspect at all reasonable hours all places where minors may be employed .
