CH. 227. 1929 . with all lawful quarantine regulations : Provided, That the payment for animals hereafter purchased may be made on appraisement based on the meat, dairy, or breeding value, but in case of appraisement based on breeding value no appraisement of any animal shall exceed three times its me at or dairy value, and ex cept i n case of an extra - ordinary emergency, to be determined by the Secretary of Agricul- ture, the payment by the United States Government for any animals shall not exceed one-half of any such appraisements : Provided further, That the sum of $10.000 of the unexpended balance of the appropria- tion of $3,500,000 . contained in the Second Deficiency Appropriation Act, fiscal year 1924, approved December 5, 1924, for the eradication of the foot-and-mouth disease and other contagious or infectious diseas es of animal s, is hereby made availab le dur ing th e fisc al yea r 1930 t o enab le the Secre tary o f Agri culture to co ntrol and er adicat e the European fowl pest and similar diseases in poultry . Total, Bureau of Animal Industry, $12,133,070, of which amount not to ex ceed $831, 200 may b e exp ende d for depa rtme ntal perso nal services in the District of Columbia . BUREAU OF DA IRY INDUSTRY SALARIES AND GENERAL EXPENSES For carrying out the provisions of the Act approved May 29, 1924 (U . S . C ., p . 117, sees . 401-404), establishing a Bureau of Dairy- ing, for salaries in the city of Washington and elsewhere, and for all other necessary expenses, including repairs and additions to buildings and not to exceed $7,600 for construction of buildings absolutely necess ary to carry on th e expe riment s herei n auth orized , as f ollows For necessary expenses for general administrative purposes, includ- ing the salary of chief of bureau and other personal services in the District of Columbia, $67,000 . FIELD STATION, WOODWARD , OKLAHO MA For the maintenance, repairs, and construction of buildings, in connec tion w ith th e Wood ward, Oklaho ma, fie ld sta tion o f a li vestoc k department, through which experiments and demonstrations in live- stock breeding, growing, and feeding, including both beef and dairy animals, may be made, $12,300 . Dairy and livestock experiment station, Tennessee : For carrying into effect the provisions of the Act entitled "An Act authorizing and directing the Secretary of Agriculture to establish and maintain a dairy and livestock experiment and demonstration station for the South, at or near Lewisburg, Tennessee," approved May 29, 1928 (45 Stat ., p . 981), $50,000 . Total, Bureau of Dairy Industry, $649,800, of which amount not to exceed $302,000 may be expended for personal services in the District of Columbia .
