SEC. 3 . The right to alter, amend, or repeal this Act is hereby expressly reserved. Approved, February 26, 1929 . Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the President of the United States be, and he hereby is, authorized and directed, by and with the advice and consent of the Senate, to appoint an additional judge of the District Court of the United States for the District of South Dakota, who shall reside in said district and whose term of office, compensation, duties, and powers shall be the same as now provided by law for the judge of said district . SE C. 2 . When a vacancy shall occur in the office of the existing judge for said district such vaca ncy shall not be f illed unl ess autho r- ized by the Congress . SEC . 3 . This Act shall take effect upon its approval by the Pres iden t . Approved, February 26, 1929 .
