to exceed $25,000 from power revenues shall be available during the fiscal year 1930 for the construction of transmission lines : Provided furth er, That the net r evenues from the operation of the Shosho ne power plant shall be applied, first, to the repayment of the con- struction cost of the power system ; second, to the repayment of the construction cost of the Shoshone Dam ; and third, thereafter such net revenues shall be covered into the reclamation fund ; Secondary projects : For cooperative and general investigations, $75,000 ; The unexpended balance of the appropriation of $100,000 for the fiscal year 1928 for investigations necessary to determine the economic conditions and financial fe asibility of new projects a nd for investi gation s and o ther ac tiviti es rela ting to the r eorgani zation, settlement of lands, and financial adjustments of existing projects, including examination of soils classification of land, land-settlement activities, including advertising in newspapers and other publica- tions, and obtaining general economic and settlement data, is hereby Proviso .
