For travel and miscellaneous expenses in the Postal Service, Office of the First Assistant Postmaster General, $1,000 . OFFICE OF THE SECOND ASSISTANT POSTMASTER GENERAL For inland transportation by star routes in Alaska, $155,000 . For inland transportation by steamboat or other power-boat routes, including ship, steamboat, and way letters, $1,450,000 . For inland transportation by railroad routes and for mail messen- ger service , $110,250,000 : Provi ded, That not to excee d $1,500 ,000 of this a ppropria tion may be expe nded for pay of freight and inci dental charges for the tr ansportation of mails conve yed under special arrangement in freight trains or otherwise : Provided further, Th a t separate accounts be kept of the amount expended for mail messenger service : P rovid ed fu rther , Th at there may be expended from th is appropriation for clerical and other assistance in the District of Columbia not exceeding the sum of $82,000 to carry out the provisions of section 5 of the Act of July 28, 1916 (the space basis Act), and not exceeding the sum of $33,000 to carry out the provisions of section 214 of the Act of February 28, 1925 (cost ascertainment) . Rai lwa y Mai l Service : For fifteen division superintendents, fifteen assist ant divi sion sup erintend ents, tw o assist ant supe rintende nts at large, one assistant superintendent in charge of car construction, one hundred and twenty-one chief clerks, one hundred and twenty-one assistant chief clerks, clerks in charge of sections in the offices of division superintendents, railway postal clerks, substitute railway postal cle rk s, jo int employees, and laborers in the Rai lw ay Ma il Service, $56,750,000 . For travel allowance to railway postal clerks and substitute railway postal clerks, $4,150,000 . For actual and necessary expenses, general superintendent and assistant general superintendent, division superintendents, assist- ant division superintendents, assistant superintendents, chief clerks, and as sistant chief cl erks, Ra ilway Ma il Servi ce, and railway postal clerks, while actually traveling on business of the Post Office Depart- ment and away from their several designated headquarters, $70,000 . For rent, light, heat, fuel, telegraph, miscellaneous and office expenses, telephone service, badges for railway postal clerks, for the purcha se or re ntal of arms and miscell aneous i tems nec essary f or the protection of the mails, and rental of space for terminal railway post offices for the distribution of mails when the furnishing of space for such distribution can not, under the Postal Laws and Regulations, properly be required of railroad companies without additional com- pensation, and for equipment and miscellaneous items necessary to terminal ra ilway post offic es, $1,325,000 . For electric and cable car service, $710,000 . For transportation of foreign - mails by steamship, aircraft, or otherwise, $9,800,000 : Provided, That not to exceed $300,000 of this sum may be expended for carrying foreign mail by aircraft : Provided further, That the Postmaster General shall be authorized to expend such sums as may be necessary, not to exceed $200,000, to cover the cost to the United States for maintaining sea post service on ocean steamships conveying the mails to and f rom the United States ; and
