The Att orney General shall assign such officers and employee s of the Department of Justice as may be necessary to represent the United States in the proceedings under this section . (m) The Arbiter, with the approval of the Secretary of the Arb iter authorized 7
to appoint personnel, Treasury, is authorized to (1) appoint and fix the salaries of such make expenditures, etc . officers, referees, and employees, without regard to the civil service laws and regulations or to the Classification Act of 1923, and (2) make such expenditures (including expenditures for the salary of the Arbiter rent and personal services at the seat of government and elsewhere, iaw books, periodicals, books of reference, and printing and binding) as may be necessary for carrying out the provisions of this section and within the funds available therefor . Any officer or Ad ditional pay to persons detailed . employee detailed or assigned under subsection (1) shall be entitled to receive (notwithstanding any provision of law to the contrary) suc h additional compensation as the Arbiter , with the ap proval of the Secretary of the Treasury, may prescribe .
