SEVENTIETH CONGRESS . SEss . I . CH. 232 . 1928 . Reserves who die while on active duty, as provided in section 4 of the Act of June 3, 1924, $1,539,650 and in addition thereto there is hereby reappropriated and made available for this purpose the sum of $150,000 of unexpended balances for " Organized Reserves, 1926 and 1927 " : Provided, That not to exceed $100,000 of this amount may be used for establishment and maintenance of divisional and regimental headquarters . None of the funds appropriated elsewhere in this Act except for printing and binding and for pay and allowances of officers and enlisted men of the Regular Army shall be used for expenses in connection with the Organized Reserves, but available supplies and existing facilities at military posts shall be utilized to the fullest extent possible . No portion of the appropriation shall be expended for the pay of a rese rve offic er on act ive duty for a lon ger perio d than fi fteen day s, except such as may be detailed for duty with the War Department General Staff under section 3a and section 5 (b) of the Army Reorganization Act approved June 4, 1920, or who may be detailed for co urses of instructi on at the general or specia l service schools of the Army, or who may be detailed for duty as instructors at civilian milit ary tr aining camps , appr opriat ed for in thi s Act, or wh o may be detailed for duty with tactical units of the Air Corps, as provided in section 37a of the Army Reorganization Act approved June 4, 1920 : Provided, That the pay and allowances of such additional officers and nurses of the Medical Reserve Corps as are required to supplement the like officers and nurses of the Regular Army in the care of beneficiaries of the United States Veterans' Bureau treated in Army hospitals may be paid from the funds allotted to the War Department by that bureau under existing law . CITIZENS' MILITARY TR AINING RESERVE OFFICERS' TRAINING CORPS For the procurement, maintenance, and issue, under such regula- tions as may be prescribed by the Secretary of War, to institutions at which one or more units of the Reserve Officers' Training Corps are main taine d, of suc h pub lic a nimal s, m eans of tr ansp ortat ion, supp lies, tent age, equi pment , and uni forms as h e ma y dee m nec es- sary, including cleaning and laundering of uniforms and clothing at camps ; and to forage, at the expense of the United States, public animals so issued, and to pay commutation in lieu of uniforms at a rate to be fixed annually by the Secretary of War ; for transporting said animals and other authorized supplies and equipment from place of issue to the several institutions and training camps and return of same to place of issue when necessary ; for purchase of training manuals, including Government publications and blank fo rm s ; for the establishment and maintenan ce of camps for the further practical instruction of the members of the Reserve Officers' Training Corps, and for transporting members of such corps to and from such camps, and to subsist them while traveling to and from such camps and wh ile re mainin g ther ein so far as appro priati ons wi ll permit or, in lieu of transporting them to and from such camps and subsisting them while en route, to pay them travel allowance at the rate of 5 cents per mile for the distance by the shortest usually trav eled route from the plac es fr om w hich they are autho rized to proceed to the camp and for the return travel thereto, and to pay the return travel pay in advance of the actual performance of the travel ; for reimbursement for the use, including upkeep and depre- ciation costs, of supplies, equipment, and materiel furnished in Proviso .
