CHAP . 3Q .-An Act To provide books and educational supplies free of [Public, No. 41 .] charge to pupils of the public schools of the District of Columbia . District of Columbia . Be it enacted by the Senate and House of Representatives of the . Textbooks, etc ., to United States of America in Congress assembled, That the Board of be furnished public Education of the Dist rict of Columbia shall provide pupils of the school pupils free of charge, public elementary sch ools, public junior high schools, and public senior high schools of the District of Columbia free of charge with the use of all textbooks and other necessary educational books and To be prop erty of supplies. District and loaned to SEC . 2 . That all books purchased by the Board of Education shall pupils . b e held as property of the District of Columbia and shall be loaned to pupils un der such conditions as the B oard of Ed ucation ma y prescribe. SEC. 3. That paren ts and guar dians of pu pils shall be re spons ible for all books loaned to the children in their charge and shall be held liable for the full price of every such book destroyed, lost, or so damaged as to be made unfit for use by other pupils . p"r SEC . 4. That the Board of Education shall purchase for use in the public schools only such books and supplies as shall have been duly re commended by the su perintende nt of sch ools and f ormally ap - proved by the Board of Education . Expenses of chase, etc. CHAP . 31 .-An Act Gr ant ing the co nse nt of Cong res s to the H igh way Department of the State of Tennessee to construct a bridge across the Clinch River ne ar Kingston, in Roa ne Co unt y, Tennessee . Be it enacted by the Senate and House of Representatives of the United States o f America in Congress assembled, That the consent of Congress is hereby granted to the Highway Department of the St ate of Tennessee, and its successors and assigns, to construct, maintain, and operate a free highway bridge and approaches thereto across the Clinch River, at a point suitable to the interests of naviga- tion, near the town of Kingston, in Roane County, in the State of Tennessee, in accordance with the provisions of the Act entitled, "An Act to regulate the construction of bridges over navigable waters," approved Mar ch 23, 1906 . SEC . 2 . That the right to alter, amend, or repeal this Act is hereby expressly reserved . Approved, January 24, 1930 .
