81 years after the completion of such bridge, investigate such costs and determine the accuracy and the reasonableness of the costs alleged in the statement of costs so filed, and shall make a finding of the actual and reasonable costs of constructing, financing, and pro- moting such bridge ; for the purpose of such investigation the said C . N . Jenks, F. J . Stransky, L . H . Miles, John Grandy, and Bruce Machen, their heirs, legal representatives, and assigns, shall make available all of their records in connection with the construction, financing , and promoti on thereof . The findi ngs of the Se cretary w n c Findin lusive of Secretary of War as to the reasonable costs of the construction, financing, and promotion of the bridge shall be conclusive for the purposes men- tioned in section 4 of this Act, subject only to review in a court of equity for fraud or gross mistake .

Ri ght to sell, etc ., SEC. 7. The right to sell, assign, transfer, and mortgage all the co nferr ed . rights, powers, and privileges conferred by this Act is hereby granted to C. N . Jenks, F . J . Stransky, L . H . Miles, John Grandy, and Bruce Machen, their heirs, legal representatives, and assi gns ; and any corporation to which or any person to whom such rights, powers, and privileges may be sold, assigned, or transferred, or who shall acquire the same by mortgage foreclosure or otherwise, is hereby au thorized and empowered to exercise the same as full y as though con ferred herein directly upo n such corpor ation or per son . Con str uct ion con . SEC . 8 . All contracts made in connection with the construction tracts to be let to lowest of the br idge authoriz ed by this A ct and which shall involve the bidder . expenditure of more than $5,000 shall be let by competitive bidding . Such contracts shall be advertised for a reasonable time in some Adve rtisi ng, e tc . newspaper of general circulation published in the States in which the bridge is located and in the vicinity thereof ; se aled bids s hall be required and the contracts shall be awarded to the lowest responsible bidder . V erifie d cop ies or abst racts of all bids recei ved and of the bid or bids accepted shall be promptly furnished to the highway departments of the States in which such bridge is located . A failure to comply in good faith with the provisions of this section vio on tracts void for shall render null and void any contract made in violation thereof, and the Secretary of War may, after hearings, order the suspension of all work upon such bridge until the provisions of this section shall have been fully complied with . SEC . 9 . The right to alter, amend, or repeal this Act is hereby expressly reserved . Approved, March 4, 1930 . CHAP . 70.-An Act Authorizing the Secretary of the Treasury to permit the erection of a building for use as a residence for the Protestant chaplain at the National Leper Home at Carville, Louisiana, and for other purposes . Be it e nacted by the Senate and House o f Represen tatives o f the United States o f America in Congress a ssembled, T ha t th e S ec re ta ry of the Treasury be, and he is hereby, authorized and empowered to permit t he erection of a building for use as a residence for the Protestant chaplain at the National Leper Home at Carville, Louisi- ana, and at his discretion to permit the erection of other buildings which may in the future be donated to promote the welfare of patients and personnel : Provided, That such building shall be loca ted wh ere de signat ed by the Su rgeon General of th e Public Health Service and without expense to the United States, and that the plans and s pecif icatio ns th erefor shall be s ubject to t he app roval of the Supervising Architect of the Treasury Department : Provided further, Th at such build ings when co mpleted shall be the prope rty of the United States .
