"REVOCATION OR SUSPENSION OF OPERATORS' PERM ITS " 13. ( a) Excep t where for any v iolation of this Act rev ocation o f the operator's permit is mandatory, the commissioners or their desig- nated agent may with or without a prior hearing revoke or suspend an operator's permit for any cause which they or their agent may deem sufficient : Provided, That in each case where a permit is . revoked or suspended the reasons therefor shall be set out in the- order of revocation or suspension : Provided further, That such order shall take effect five days after its issuance unless the holder of the per mit shal l have fi led with in such period, written a pplicati on with the Commissioners of the District of Columbia for a review of their , order or the order of their agent, and, if upon such review, the com- mis sioners shall sus tain suc h order, the sam e shall b ecome ef fective immediatel y : Prov ided further, That application to said commis- sioners for a review shall not operate as a stay of such order of the commissioners or their agent when the order has been issued revok- ing or suspending a permit on account of mental or physical inca- pac ity, for driving under th e influe nce of l iquor or narcotic drugs ; for manslaughter when an automobile is involved, or for operating Authority for revoca- tion of perm its .
