1513 SEC. 2. That the authorit y grante d by this Act sha ll cease and be null and void unless the actual construction of the dam hereby authorized is commenced within one year and completed within three years from the date of approval of this Act

Tha t fr om an d after thirty da ys' noti ce from the Fede ral Power Commiss ion, or other authorized agency of the United States, to said drainage district, or its successor, that desirable water-power development will be interfered with by the existence of said dam, the authority hereby granted to construct, maintain, and operate said dam shall terminate and be at an end ; and any grantee or licensee of the United States proposing to develop a power project at or near said dam shall have authority to remove, submerge, or utilize said dam under suc h con di tio ns as sa id commission or oth er agency may determine, but such conditions shall not include compensation for the removal, submergence, or utilization of said dam . SEC . 3. The right to alter, amend, or repeal this Act is hereby expressly reserved . Appr oved, March 3, 1931 . CHAP. 446 .-An Act Granting the consent of Congress to the Arkansas State Highway Commission to construct, maintain, and operate a free highway bridge across the Saint Francis River at or near Madison, Arkansas, on State Hi ghway Nu mbered 70 . Be it enacted by the Senate and House of Representatives of the United States o f America in Congress assembled, That the con sent of Congress is hereby granted to the Arkansas State Highway Commission and their successors and assigns to construct, maintain, and operate a free highway bridge and approaches thereto across th e Saint Francis R iver, at a point suitabl e to the interest s of navigation, at or near Madison, Arkansas, on State Highway Num- bered 70, in accordance with the provisions of an Act entitled "An Act to regulate the construction of bridges over navigable waters," approved Mar ch 23, 1906, and subject to the conditions and limi- tations contained in this Act . R. 16334.1 the consent of Congress to the county of Norman, and the town and village of [Public, No . 832 .] Halstad, in said county, in the State of Minnesota, and the county of Traill and the town of Herberg, in said county, in the State of North Dakota, to construct a bridge across the Red River of the North on the boundary line between said States," approved July 1, 1922 . Be it enacted by the Senate and House o f Representatives o f the United States o f America in Congress assembled, That the Act approved July 1, 1922, granting the consent of Congress to the c ounty of No rman and the tow n and villag e of Halsta d, in said county, in the State of Minnesota, and the county of Traill and the town of Herberg, in said county, in the State of North Dakota, to c onstruct , mainta in, and o perate a bridge and appro aches th ereto across the Red River of the North at or near the section line between sections 24 and 25, township 145 north, range 49 west, fifth principal m erid ian, on the b ound ary line betw een Minn esot a and Nor th Dakota, be, and the same is hereby, revived and reenacted .
