281 . methods as he may employ, in making a study and report on the conservation and administration of the public domain . Such exp enditures may inc lude com pensatio n and exp enses of persons named for the purposes, employment of experts, stenographic and other services by contract if deemed necessary, transportation, travel, and subsistence, or per diem in lieu of subsistence, rent of office in the District of Columbia and elsewhere, purchase of necessary books and documents, printing and binding, official cards and/or such other expenses as the President may deem necessary, without regard to the provisions of any other Act .
