Preamble. with Contracting Powers. Plenipotentiaries. August 25, 1930; proClaimed, August 25, 1930. . BY THE PRESIDENT OF THE UNITED STATES OF AMERICA. A PROCLAMATION. WHEREAS a Treaty of Conciliation between the United States of America and Belgium was concluded and signed by their respective Plenipotentiaries at Washington on the twentieth day of March, one thousand nine hundred and twenty-nine, the original of which Treaty, being in the English and French languages, is word for word as follows: The President of the United States of America and His Majes- ty the King of the Belgians, being desirous to strengthen the bonds of amity that bind them together and also to advance the callse of general peace,have resolved to enter into a treaty for that pur- pose, and to that end have ap- pointed as their plenipotentiaries: The President of the United States of America: Frank B. Kellogg, Secretary of State of the United States of America; and His Majesty the King of the BeJgj.ans: His Highness Prince Albert de Ligne, lIis Majesty's Ambas- sador Extraordina:rx and Pleni- potentiary to the United States of America; Who, after having communi- cated to each other their respec- tive full powers, found to be in proper form, have agreed upon and concluded the following articles: ARTICLE I Le President des Etats-Unis d'Amerique et Sa Majeste Ie Roi des Belges, desirant raffermir les liens d'amitie qui les unissent, et favoriser la cause de la paix generale, ont resolu de conclure un traite a ces fins et ont en con- sequence nomme les plenipoten- tiarres ci-apres designes, savoir: Le President des Etats-Unis d'Amerique: M.
