Whereas, the 11th of November, 1918, marked the cessation 0 Preamble. the most destructive, sanguinary, and far-reaching war in human annals; and Whereas, it is fitting that the recurring anniversary of this day should be commemorated by exercises which shall recall the high purposes for which thin nation entered the World War, the devotion and sacrifice of those who gave service to our country in its peril, and the memory of those who died to bring peace, and which like- wise shall recall the nation's obligation to those dead that we shall apply ourselves to measures which shall contribute to prevent repeti- til)u of such devastations of humanity; and Whereas, by concurrent resolution of the Senate and the House of Vol. « . p. 1982. !\epresentatives, in 1926, the President was requested to issue a proclamation for the observance of Armistice Day: Direct' d ' I f Now, therefore, I, Herbert Hoover, President of the United States flags an~n~nv:~Fn:Yog. of America in pursuance of the said concurrent resolution do hereby servsnceor,onN"ovem - , , ber 11, 1929. order that the flag of the ULited States be displayed on all Govern- ment buildings on November 11, 1929, and do invite the people of tl:e United States to observe the day in schools and churches, and other suitable places, with appropriate ceremonies, giving expression to our gratitude for peace and the hope and desire that our friendly relations with other peoples may continue. Antt, p. 21 . begmnmg on the rst ay 0 April, mneteen hundred and thirty; and WHEREAS, a correct enumeration of the population every ten years is required by the Constitution of the United States fo:r the purpose of determining the representation of the several States in the House of Representatives; and WHEREAS, it is of the utmost importance to the interests of all the people of the United States that \Jus Census should be a complete and accurate report of the population and resources of the Nation: NOW, THEREFORE, I, Herbert Hoover, President of the United AnswerstoqneetioDS States oi America, do hereby declare and make known that, under the required. law aforesaid, it is the duty of every person to answer all questions on th~ Census schedules 'lpplying to him and the family to which he belongs, and to the farm occupied by him or his family, and all other Census schedules as required by law, and that any person refusing to do so is subjed to penalty.
