The appropriations for education of natives of Alaska and medical calelf f . an ti mom- relief in Alaska shall be available for the payment of traveling expenses of new appointees from Seattle, Washington, to their posts of duty in Alaska, and of traveling expenses, packing, crating, and transportation (including drayage) of personal effects of employees upon pe rmanen t chan ge of statio n with in Alas ka, un der re gulati ons to be prescribed by the Secretary of the Interior .
