Effective date of Act. SEC. 2. This Act shall take effect and be in force from and after the date of its approval, and sh all apply as fu lly to debtors, their stockholders and creditors, whose interest or debts, whether secured or unsecured, have been acquired or incurred prior to such date, as to debtors, their stockholders and creditors, whose interest or debts have been acquired or incurred after such date .
