1591 including the maintenance and operation of motor-propelled pas- senger-carrying vehicles ; for the actual and necessary expenses, or pe r diem i n lieu t hereof, at rates authori zed by l aw, incu rred by officers and enlisted men of the Regular Army traveling on duty in connection with the Organized Reserves ; for expenses incident to the use, including upkeep and depreciation costs of supplies, equip- ment, and material furnished in accordance with law from stocks under the control of the War Department, except that not to exceed $334,425 of this appropriation shall be available for expenditure by the Chief of the Air Corps for the production and purchase of new nl Pure~ of new air- airplanes and their equipment, spare parts, and accessories ; for transportation of baggage, including packing and crating, of reserve officers ordered to active duty for not less than six months ; for the medical and hospital treatment of members of the Officers' Reserve Corps and of the Enlisted Reserve Corps, who suffer personal injury or contract dise ase in -line of duty, as provide d by the Act of A pril 26, 1928 (U . S. C., Supp . V, title 10, sees. 451, 455), and for such other purposes in connection therewith as are authorized by the said Act, including pay and allowances, subsistence, transportation, and burial expenses ; in all, $6,354,348 ; and no part of such total sum shall be available for any expense incident to giving flight training to any officer of the Officers' Reserve Corps unless he shall be found physically and professionally qualified to perform aviation service as an aviation pilot, by such agency as the Secretary of War may designate : Prov ided , That not to exceed $100,000 of this .appropria- tion may be used for est ablishme nt and m aintenanc e of dii isional and regimental headquarters . None of the funds appropriated elsewhere in this Act, except for printing and binding and for pay and allowances of officers and enlisted men of the Regular Army, and for mileage, reimbursement of actual traveling expenses, or per diem allowances in lieu thereof, as authorized by law to Air Corp s reserve office rs on extended ac tive duty, sh all be u sed for expenses in conn ection wi th the O rganized Reserves, but available supplies and existing facilities at military posts shall be utilized to the fullest extent possible . No part of the appropriation made in this Act shall be available for pay, allowan ces, or travelin g or other expen ses of any office r of the Organized Reserves who may be drawing a pension, disability allowance, disability compensation, or retired pay from the Govern- ment of the United States . No portion of the appropriation shall be expended for the pay of a reserve officer on active duty for a longer period than fifteen days, except such as may be detailed for duty with the War Department General Staff under section 3a and section 5 (b) of the Army Reorganization Act approved June 4, 1920 (U. S. C., title 10, sees. 26, 37), or who may be detailed for courses of instruction at the gen er al or sp ec ial service schools of the Army, or who may be detailed for d uty as instructo rs at civilian m ilitary training camps, appropriated for in this Act, or who may be detailed for duty with tactical units of the Air Corps, as provided in section 37a of the Army R eorga nizat ion Ac t app roved June 4, 1920 (U. S. C., title 10, see. 369) : Provided, That the pay and allowances of such additional officers and nurses of the Medical Reserve Corps as are required to supplement the like officers and nurses of the Regular Army in the care of beneficiaries of the United States Veterans' Administration treated in Army hospitals may be paid from the funds allotted to the War Department by that bureau under existing law .
