That no app ropria tion c ontai ned in this Act sh all be avai lable to pay more than one officer of the Naval Reserve and one officer of the Marine Corps Reserve above the grade of lieutenant or captain, respectively, the pay and allowances of their grade for the perform- ance of active duty other than the performance of drills or other equi valen t in stru ction or duty, or appro pria te d uties , an d/or the perfo rmance of fi fteen days' activ e trai ning d uty, a nd ot her of ficers above such grades employed on such class of active duty shall not be entitled to or be paid a greater rate of pay and allowances than authorized by law for a lieutenant of the Navy or a captain of the Marine Corps entitled to not exceeding ten years' longevity pay . For the procurement, maintenance, and issue, under such regula- tions as may be prescribed by the Secretary of the Navy, to institu- tions at which one or more units of the Naval Reser ve Officers' Training Corps are established, of such means of transportation, books, supplies, tentage, equipment, and uniforms as he may deem necessary, and all other miscellaneous items, including cleaning and laundering of uniforms and clothing at camps or on board ship
