Elk River, on the Fayetteville-Winchester road near the town of Kelso, in Lincoln County, Tennessee authorized to be built by the Highway Department of the State of Tennessee, by an Act of Con- gress approved January 31, 1931, are hereby extened one and three years, respectively, from January 31, 1932 .
