(a) The Reconstruction Finance Corporation is author- ized and empo were d to make avai labl e out of the funds of the c or- poration the sum of $300,000,000, under the terms and conditions hereinafter set forth, to the several States and Territories, to be used in furnishing relief and work relief to needy and distressed people and in relieving the hardship resulting from unemployment, but not more than 15,per centum of such sum shall be available to any one State or Territory . Such sum of $300,000,000 shall, until the expiration of two years after the date of enactment of this Act, be Rates increased. July 21,1932.
