AN ACT [H.It. 7518.] To amend an Act entitled "An Act extending certain privileges of canal em- ployees to other officials on the Canal Zone and authorizing the President to make rules and regulations affecting health, sanitation, quarantine, taxation, public roads, self-propelled vehicles, and police powers on the Canal Zone, and for other purposes, including provision as to certain fees, money orders, and interest deposits," a pproved Augu st 21, 1916 . Be it enact ed by th e Senate and Hou se of Re presenta tives of the United States o f America in Congress assembled, That section 1 of the Act approved August 21, 1916 (ch . 371, 39 Stat . 527), is hereby amend ed to read as fo llows : "That, until otherwise provided by Congress, the President is authorized to make rules and regulations in matters of sanitation, health, and quarantine for the Canal Zone or to modify or change existing rules and regulations and those A0•a0 hereafter ma de from time to time : Provided, That the President, thocie local boardaof under such regulations as he may prescribe, may authorize the Board haul issue healing- of Health of t he Canal Zone to issue licenses to practice the healing art, which regulations shall include conditions under which such Cond$ionsofissueor licenses shall be issued and include provisions for revocation for revocation. provided for herein shall be punished by fine not to exceed $500 or by imprisonment in jail not to exceed ninety days, or by both such fine and imprisonment, in the discretion of the court ; and a viola- tion of any sanitary or health regulation authorized hereunder shall be punished by a fine not to exceed $25 or by imprisonment in jail not to exceed t hirty da ys, or b y both s uch fine and imp risonmen t, in the discretion of the court . Interior under the Act of Congress of May 3, 1928 (45 Stat . 484) Provided, That the Secretary of the Interior is authorized and directed to determine what attorney or attorneys have rendered serv- ices of value in behalf of said Indians and to pay such attorney or attorneys on such findings when appropriation is available the rea- sonable value of such services, not to exceed 10 per centum of the recovery on any individual claim which payment shall be in full settlement for all services rendered? by such attorney or attorneys to said claimants .
