857 Elizabeths Hospital for the year in which the support, clothing, and treatment is provided, and be subject to requisition by the disbursing agent of Saint Elizabeths Hospital, upon the approval of the Secre- tary of the Interior : Provided Iurther, That there shall be available for replacement of boilers an re modeling of the power pl ant, in- cluding preparation of plans and specifications, advertising for proposals, and n ot to exceed $11 ,000 for necessa ry traveling expe nses and personal services without reference to the Classification Act of 1923, as amended, or civil-service rules and regulations, $250,000, from funds accru ed, or which may accrue, prior t o July 1, 1934, u nder the Act approved February 2, 1909 (U . S . C ., title 24, sec. 165), such portions of funds as have accrued under said Act to be immediately available for this use . For beginning the construction and equipment of a female receiv- ing building, including not to exceed $15,000 for preparation of plans and specifications and advertising for proposals, there is her eby made available not to exceed $250,000 of the unexpended balance of the appr opriatio n of $75 0,000 fo r comple ting the construc tion and equipment of the male receiving building contained in the Interior Department Appropriation Act for the fiscal year 1932 ; and the Secretary of the Interior is authorized to enter into contract, or contracts, for such construction and equipment at a cost not to exceed $750,000 .
