For beginning the construction and equipment of a female receiv- ing building, including not to exceed $15,000 for preparation of plans and specifications and advertising for proposals, there is her eby made available not to exceed $250,000 of the unexpended balance of the appr opriatio n of $75 0,000 fo r comple ting the construc tion and equipment of the male receiving building contained in the Interior Department Appropriation Act for the fiscal year 1932 ; and the Secretary of the Interior is authorized to enter into contract, or contracts, for such construction and equipment at a cost not to exceed $750,000 .
