Having examined and considered the provisions of the foregoing Convention, Final Protocol of the Convention, Regulations of Exe- cution of the Convention, and Provisions Relative to the Transporta- tion of Correspondence by Air, signed at Madrid, Spain, on the tenth day of November, A. D . 1931, the same are by me, by virtue of the powers vested by law in the Postmaster General, hereb:y ratified and approved, by and with the advice and consent of the President of the United States. In witness whereof, I have caused the seal of the Post Office Depart- ment of the United States to be hereto affixed this first day of Febru- ary, A. D. 1932. [SEAL] WALTER F.
