The obligation of paying the indemnity is incumbent on the country to which the office of origin belongs. This country re- serves the right of recourse against the country responsible, that is to say, against the Administration on whose territory the loss, riffing or damage has occurred. 14. The country responsible for the loss, rifling or damage, and on whose account the payment is effected, is bound to repay the amount of the indemnity to the country which has effected the payment. This reimbursement must take place without delay; and, at the latest, within the period of 6 months after notifica- tion of the payment. 15. The reimbursement of the indemnities must be effected on the basis of gold money. 16. These repayments to the creditor country must be made without expense for that Office, by money order or draft, in money valid in the creditor country or in any other way to be agreed upon mutually by correspondence. 17. Until the contrary is proved, the responsibility for the loss or rifling of an insured parcel is incumbent on the country which, havin~ received the parcel without makm~ any reservations, and being put m possession of all the regulation means of investi- gation, can not establish the dis- posal of the parcel. 18. When the loss, rifling or damage of an insured parcel is detected upon opening the recep- tacle at the receiving exchange office and has been regularly pointed out to the dispatching exchange office, the responsibility falls on the Administration to which the latter office belongs, unless the irregularity occurred on the territory of the receiving or intermediary Administration.
